Info about PID controller

I am using mission planner as GCS. PID values for various controllers are mentioned in mission planner. For attitude controller RATEROLL_I_MAX value is 200. Is RATEROLL_I_MAX values is scaled by 1000 i.e. is it 0.2. Because attitude controller output can't go till 200.
